Men ~ Black tie optional for men means that both a tuxedo or a black/dark navy or gray suit is acceptable. So if you do not own a tuxedo or are unable to rent one for the evening is it perfectly okay to wear a suit. Either way...you should wear a tie.
Women ~ Black tie optional for women means that it is acceptable to either wear a conservative but festive cocktail length dress or an evening gown. A fancy pair of stilettos and an evening handbag of the smaller kind would be great accessories.
